Born at Laura in South Australia on July 13, 1909, the son of John Harvey Finlayson and his wife Caroline Addison Finlayson nee Naylor. He was educated at St Peter's College between 1919 and 1927. Between 1928 and 1931 he studied Engineering at the University of Adelaide and at the South Australian School of Mines. He became an Assistant Engineer in the Engineering and Water Supply Department, South Australia, initially on River Murray Locks 7 and 8 construction and then on Mount Bold Dam construction.
After a period as Engineer with Mount Morgan's Gold Mining Company commencing in 1934, he was the Resident Engineer for the construction of Mundowie Bridge (near Wagga Wagga over the Murrumbidgee River), and then served with the Royal Australian Engineers between 1941 and 1945. He acquired several pastoral properties, including Milita Station in 1936, Desdemona Station in 1941, and Jeedamya in 1948.
On February 15, 1936 he married Helen Charlotte Venn and they had five children.
He was a long term President of the Leonora Hospital Board from 1950 to 1970. He retired to Esperance where he died on October 25, 2002.
